When assaulting walkers do you roll on the comparison of WS or whether the walker moved in the previous movement phase?

WS page 73 of the BGB state that walkers are treated like infantry in assault except instead of rolling to wound you roll for armour penetration. The auto hits for stationary vehicles are for assaulting vehicles without a WS as per page 63
