So, I posted this elsewhere on Dakka, but I figured it was time to post it here... This is a summary of what I was looking for:

So what I'm looking for in an army
Good Tier 4 List - This is no longer a necessary requirement. If a list can be made that incorporates pieces of the tier list, then go ahead and include it. So like with Malf's example below, he uses Kaelyssa and 2 Mage hunter Strike force units, if a better/more fun list could be made at 35 points with the same essential units, then please include that one. I know its really hard to make an amazing tier 4 list at 35 points, but I want the availability of the tier benefits to add to the trickiness of the army.
Very mobile - While my trolls can send Mulg 10 inches or so across the board, the average speed of the trolls is 5 or less. Something that is speed 6 or higher would be preferred.
Lots Tricks - By far the toughest requirement to fulfill, because it's so vague. I want to keep my opponent guessing. With my trolls, its a safe bet to assume that the krielstone bearers are going to keep protective aura up, that the Impalers will almost always boost to hit so I have a better chance at getting their Critical Smite.
Not "melee" power houses - They don't have to be amazing at shooting (though this was my original idea with an eCaine list, but the 2 lancers kinda killed it for me), but I would like them to have options available.
Battle-box!If I can make the army from a battlebox, even better! I know this usually means Cryx, but we have a large amount of cryx players in my area. Our pressganger, two of my friends, one guy is using them in this league, and two other people are looking at them...
Cannot have - Anything from Trollbloods, Khador, Menoth or Circle. I own the first two, and I've played the last two, and I don't like the look of the models for Circle, and my menoth are being sold because I don't like how they play... I understand that most lists will try to include at least one choir and a vassal, but when I see it in EVERY list, it just reminds me too much of 40k...
I know I'm asking a lot of you fine gents here in the Mosh Pit, but there are far more knowledgeable people about warmahordes than I.
After coming up with a few ideas, here is what I came up with. I also look forward to any ideas you all might have.
I've been looking at warcasters/warlocks... I'm trying to narrow it down... I've decided that trying for a teir list at 35 points not only feels spammy, but its very hard to do...
SO! Instead, I'm looking at lists to implement the elements of the teir list... So! Here is what I'm looking at (be warned there are a few lists that follow)
An eCaine list, Tier 3, easily upgradable to a Tier 4 list at 50 points.
This list gives me the flavor of an eCaine list without the need for 2 lancers (even though I love the tier 4 benefit). It provides a nice, mobile shooting base, with lots of cool shooting flavor. Price of models from MM: 147.64 + Shipping... I would probably buy another box of gun mages to convert into a Black 13th crew to avoid those horrible sculpts... This is a very "affordable" army, it has 0 plastic kits in it (they would add probably another 10 bucks). But it gives me the basics of what I want to get out of an eCaine list.This would also let me increase to a full tier 4 eCaine list for about 30 more dollars...
A Kaelyssa list, Tier 1, but flavorful in what I want it to do...
This is a very fast list, I've seen most of it in action, and know how I would at least begin to play it. I'm no expert, but it looks fast and fun. And very heavy on the idea of assassinations . Total price from MM: 130.41 + shipping.
And finally a Skorne list utilizing the warpack as its basis

Its a very fast list, with only 1 model slower than SPD 5. While most of my trolls were speed 5, they rarely had some of the abilities that the Bloodrunners or the Arcuarii have. I like the idea of being able to pull something into melee range and immediately having a free attack on it. Total price from MM: 173.85 + shipping
In the end, I think that I like the two warmachine lists more. They're also cheaper, but I do love me some Hordes Fury mechanics ... And, as though Malf's list is haunting me, being the cheap arsed fellow that I am, Kaelyssa's army is the cheapest...
Edit: Malf's list was a 35 point Tier-4 Kaelyssa list...
