If i decide to kamikaze a valk and ram something with it.. first can i do that? and second what happens in terms of the game? do i just follow the normal rules for ramming or does a maxed out movement valk blow up?

No go, Valk neither has the type of Tank (must be able to Tank Shock to Ram and must be a tank or have a special rule that allows the vehicle to act as a tank to Tank Shock) nor has it any rule or upgrades that would allow it to so no Ramming.
If your example was say a Dark Eldar Ravage with a Shock Prow which allows it to Ram, you would follow the normal rules for Ramming.

Yep, and I think it's silly your 130 pt Fast Skimmer holds dudes and has 3x Twin Linked Lascannons. However those are the rules, good with the bad.

Totally took out a Valk in a head on collision with my Wave Serpent, heh heh, that was an epic crash...
