My first attempt at writing a 40k list. Librarian runs with Sternguard. 15 points floating.

Overall a very good list, a few minor suggestions -
1) Vortex is bad on the librarian unless he's on a bike, or in terminator armor. Its a heavy weapon, meaning he cannot move and fire it... which seriously limits its use. Avenger is much better, because you can always fire it, and as he's riding with sternguard who have serious anti-armor fire, it would help to balance it out with serious anti-infantry fire. Also, it may be a good idea to give 1 sternguard a heavy flamer instead of a melta, so you can boil infantry as well. Also, the librarian really should just use a pistol. You don't wanna lose the power sword attack for an extra melta, especially when the sternguard already has 4-5 shots. Overkill.
2) Tac marines... Missile Launchers would probably be a better choice, you need the longer range firepower. Also, razorbacks are almost universally better than rhinos, because there is almost no situation where you want the heavy weapon riding around moving... you want it to chill back and support the razorback's advance.

i like it i love vortex such a fun power only thing i dont really think is worth bringing is the multi meltas in the tac squads i think you,d be better off with a lascannon in each squad combat sqaud them and stick the lascannon in a biulding

it's my understanding that heavy weapons can shoot from rhinos while they move. Am I wrong?

yea, you cannot do that. The squad counts as moving if the rhino has moved. This means that you can only fire heavy weapons from a moving rhino if you have the relentless special rule, and most marines cannot get that.
You also cannot fire out of a rhino that moves more than 6 inches.

I see, so then I should split the units into 2 combat squads, with the heavy weapon staying behind to blow gak up while the others advance?
In that case, yes I will switch to razorbacks.

oh and if you combat squad them i would not keep the multi melta asbsolute horrid range for a AT gun unless on another tank or in a sqaud with relentless

The sternguard would be better in a rhino so they can shoot out of it. In which case 4 combimeltas and 2 heavy flamers would be good, then giving the tac. squads meltaguns so you will have melta and flamer coverage going forward.
If you wanted to give the razorback to a tac. squad or even if you do not a heavy weapon with range is good for them.
I think lascannons on the pred will be more useful to you then heavy bolters.
