What are the chaos leigons? will they be renegade guardsmen?

Fairly sure since we barely even know if they're to be the next codex, that we don't know their fluff yet.

All that we have so far is that 6th edition is likely to have a stronger theme of chaos v everyone.

The Chaos legions are the nine legions that fell to Chaos worship around the time of the Heresy. If they make a Chaos Legions and Chaos Renegades codex, it seems likely guardsmen would be in the Renegades codex.

There isn't much they can do with the Heresy fluff for the codex since that's currently being established, and most of the other fluff is pretty constant, the characters always seem to have the same story and such.

I'm hoping for Legion characters (which isn't much of a request, since vanilla marines have like twenty characters in their codex) and special units, like the Death Shroud and Dark Apostles.

The Legions are the original nine, very different, Space Marine Legions which sided with Horus during the Heresy and became Chaos Space Marines. After the Heresy, the loyalist Legions were split up into the Chapters, but the Traitor Legions weren't. Over the ten thousand years since the Heresy, other loyalist Marines have fallen to Chaos, commonly known as Renegades.

When the current CSM codex was released a few years back (4ed), one of the biggest criticisms was that it focused too much on the Renegades, and ditched a lot of the interesting rules for the Legions.

For a while, the rumours were that there would be a Legions book as a supplement to the CSM book.

However, given the current rumoured schedule, it seems more likely that the next version of the CSM book will simply be called 'Chaos Legions' and bring the focus back onto the original nine Traitor Legions rather than the Renegades.

It will be Chaos Space Marine-focused, make no mistake. GW is very much space marine focused and only becoming more space marine focused. However it will likely include better integration with Daemons as well as the presence of cultists/renegade guardsmen/mutants/etc. The problem with 4th ed CSM codex is that it emphasized "these are renegade space marines and pirates" over "these are the children of Chaos who fight in large Chaos armies", which was a miserable decision imo.

It will be what it says, legion based. Chaos space marine codex will be the new chaos renegades codex.

You've asked some pretty basic questions about 40k I've seen - you should probably spend a little time going to random articles on Lexicanum (the site I linked) and explore the universe a little.

Hopefully it'll be about the Traitor Legions, the 9 Legions that sided with Horus during the Horus Heresy 10,000 years ago. They're the real deal, not the Marines gone bad you'll find in the current Chaos Space Marine Codex.
This means Legion specific rules and units, new fluff about their deeds, new characters and fingers crossed, some actual fleshing out of character like Abaddon so that they're how they're supposed to be, the big bad.

I thought that was the plan, but given the timing, I'd be VERY surprised if we had both a Chaos Legions AND a Chaos Space Marines codex on the shelves at the same time. I'd imagine that the Chaos Legions codex is the replacement for the current C:CSM, and that the 'renegade' lists (if this is even needed any more) would be a WD thing)

The Impression I am getting from this rumor is that they are taking the CSM Demons and some cultist putting them all together into one army. Because that is how chaos is showed in games and fluff. It's never just demons, or just CSM. It's mostly both and some cultist mixed in.

If they're calling the 'dex Chaos Legions, there had better be Legion rules, Legion characters and Legion histories in there. No more Red Corsairs.

What they're supposed to be about, and what we're hoping they do well this time, are the 9 Traitor Legions of the Horus Heresy, 4 dedicated to individual Chaos powers (World Eaters to Khorne, Emperor's Children to Slaanesh, Death Guard to Nurgle, Thousands Sons to Tzeentch), two dedicated to Chaos as a Pantheon (the Black Legion and Word Bearers), and three who use Chaos as a source of power (Alpha Legion, Night Lords, Iron Warriors) and care not for the greater goals of Chaos, the cost of their souls, or their ultimate fate so long as it empowers their vengeance against the Imperium and ultimate victory in the Long War.

If it's entitled Chaos Legions, it will likely not be renegade guardsmen or more recent traitors such as Huron and the like, rather the Legions who fought the Horus Heresy.

What most people are thinking/hoping is that it is somewhat like the Grey Knights in some respects, a highly elite army of relatively few but very dangerous models, an army fitting of the very marines who took the walls of the Imperial Palace.

I just hope the next Chaos codex is actually fun to use, and more distinctive than "evil space marines."
