Ok, had an idea, possibly use cape from dark elves from fantasy, body from a spare sprue somewhere, but the main point of this topic is to ask whether or not the wings from razorwing jet would work once chopped down, before anyone asks, the rest of the model could be a crashed scenery piece. Any thoughts???

That sounds like it would look awful. The wings from a goddamn fighter jet? Even if you could get them to go together smoothly, they'd still look stupidly huge. Just convert up a regular Helion using that cape you talked about and some more distinctive bits.

I used spare rudders and a prow from raider kits (cut down and shaped slightly) to build a slightly larger and more impressive skyboard. The razorwing wings would be obscenely large.

If you don't care for size, why not go the full way and let him surf a Tau Manta

The red baron flew a bi-wing plane. Perhaps you could model a bi-wing skyboard?

Just use a tube of small pvc. Slap a silly face on one end and some fire stickin' out the other.

And the best cape for a DE is the giants loin-cloth from fantasy (the un-scaled one). It fits right in between them sholderblades.

I can't quite imagine the Baron being willing to wear a giant's jockstrap, but yes, it does make for a decent cloak
