I was bored and looking through the old chapter approved book and found the "makeshift" Feral Orks codex. I was just wondering if it was still legal to field/play a Feral Ork army?

It's not legal to play anything from Chapter Approved, Codex: Armageddon, or Codex: Eye of Terror. However, this varies a lot depending on your gaming group. All of these are illegal in tournaments, but if you're just rolling some dice with your buddies in your garage I doubt many players would give you a hard time. If someone wanted to play against me with a Lost and the Damned army or a Feral Orks army, I'd welcome the chance to play against something different.

thats what I thought but didnt know for sure if it was illegal.... its just gonna be fun for me to convert and create that army now lol

What he said. Make it with the look of the feral orks, but capable of using codex orks. Then everyone wins.
This weekend at a tournie I saw a codex space marines bike army, styled like thousand sons. For bikes he used horses with thousand sons on them, he had these custom made spider looking things as thunderfire cannons, and dreads with sentinal legs who looked like anubus. It was really awesome, and totally legal in the codex.

I liked the idea of feral Orks from the old 3rd edition codex I found in a thrift shop.

Counts-as viable models are the way to go. If you model things so they can be played with the current codex, you'll be legal for stricter store or tourney play and can break out the old, specialized rules for friendly games with willing opponents.
I wish I could find it for you, but I saw an awesome feral army a while back that used boars for bikes, slings and clubs for sluggas and choppas, and bows and arrows for shootas. There are plenty of other reasonable proxies - squig catapults for lobbas, crude ballistas for kannons, boar drawn carts for trukks, etc. (don't know the Feral 'dex, so I can't even say if all of these are even possible units).
