Per the rules of the Titansword,
"...attacks that Draigo directs against a unit that contains one or more Daemons or psykers are resolved at Strength 10."

In the Indepenent Characters & Assaults section of the Main Rulebook:
"When attacks are resolved ... independent characters are always treated as a separate single-model unit...even though they have joined the unit."

Would I be correct in interpreting that if Draigo were in combat with and IC psyker that is attached to a normal unit (such as a Farseer in a unit of Fire Dragons), only attacks directed at the IC would be at Strenght 10?

That's where I'd put my money. Farseer is seperate in CC. It would work on a squad like Thousand Suns though.

Yep, only the IC attacks would be S10, as he is a different unit when resolving attacks.

But if the unit for some reason had one non-IC member that was a psyker(1k sons sorceror perhaps) then all hits would be Str10, even against the regular old 1k sons.
