Been Around the Block

Last game, a immobilized chimera in the middle of a street caused the entire street to be blocked off and units to be unable to reach the nearby objective. We've agreed in the past that units can climb anything that is no higher than the normal unit as difficult terrain, but the chimera was still functional. Something about the situation was just confusing and hard to agree on a solution about.
So what's your rules as far as climbing goes, especially as it pertains to vehicles?

You may not move over other units, of which a chimera is one.

As nos said, you may not move over other units, with the caveat that you can if you are Jump Infantry or a skimmer.
Next time just go around the chimera be either rolling for difficult terrain (In the case that their were ruins on both sides of the chimera), or Embarking into one of the buildings and on your next turn disembarking out of the other side to get around the immobile vehicle.
