My friend has a growing Imperial guard army that is heavy on basilisks, I'm just starting out and am not sure if my necrons would still get RP after say, a direct hit, would they? (you get an internet taco if you throw in some advice to beat him  )

Nothing in the RP rule says that it gets negated by ID. The only way to stop them from getting RP is by wiping out the entire unit.

Seriously though, i would suggest finding a way to get a unit to those Basilisks fast (not up on the new codex, but i used to use wraiths for this) and shake them up a bit so that they cannot fire..

thanks guys, you both get an internet taco. I know I need to get to his armor fast, I dont suppose a crpytek equipped with veil of darkness can be attached to a scarab swarm?

Crypteks can be assigned to pretty muhc any unit, however you are no longer a unit of Beasts so while you would be able to DS pretty close, you're stuck moving a lot slower than previously.

I thought royal court only goes into warriors, immortals, lychguard and... um... 1 other unit that is not scarabs. Rulebook at home, sorry I cant quote directly.

This is correct; Crypteks(and regular lord) can only be assigned to a few specific units, Scarabs are not one of those. Crypteks in general are not ICs.
Vargard Obyron is one of the even fewer Named special charachterr Crypteks, and he has a version of the Veil + is an IC so the tactic would work with him(the Scarabs unit is still a unit of beasts but they can only move and assault 6", since that is the speed of the slowest model); it also means that only he can go up/down 1 level in ruins; but if he is not within 2" of ay part of a Scarab(or visa versa); then he will have to leave the unit.

The Imperial Guard player will likely know that scarabs are the new black in the necron codex and castle up his tanks accordingly. Deep striking will do no good because you'll still have to chew through tarpit units before you can assault the tender tasty nut that is the basilisk squadrons.
Legally, you can attach vargard obyron to a unit of scarabs, deep strike them, then the next turn move obyron away from the mob and allow the scarabs their 12" charge. Tactically, it won't help as much as you think if the enemy is prepared for it.
I suggest instead using tomb spyders to add scarab bases to your swarm (adding them to the front of the pile rather than the rear) and getting about 3.5" of free movement per addition of scarabs (2" coherency +1.5" 40mm base size). Going first this will ensure you a first turn charge vs anything that deploys on the line, and gives you a good chance (with a strong fleet roll) to even assault if he hung further back in deployment.
