Hand weapon and Shield gives you a parry save, but ONLY if you are using the H/W and shield - so if you havea spear, you WILL use the spear so no parry save.
LA+Shield NEVER gave you a bonus to your armour save
But I think you have your answer, hand weapon, shield, light armor give a 5+/6+.
