So if you assault a building with people in it and the enemies are out of range to attack... can you destroy the building to get at them, if I am on the outside of it? If so what happens to the enemies in it?
And can you charge and not attack in close combat? For example if I have a terminator and I decide to charge 1 guy, I charge but I see if I wipe out this squad my termies are gona get shot to gak then if they survive get charged themselves so I decide not to attack to save from being shot...can I do this?

Buildings have an armor value between 9 and 14, as agreed by the players before the game. There are example AV for various buildings on p79 of the BGB.
They also don't ignore penetrating hits. No idea why anyone would think that.
His comments on #2 are also blatantly false.
As for your initial questions:
Yes, you can assault a building. You cannot assault occupants. You can destroy the building to get at them. Treat it just like you would a transport vehicle.
You also cannot choose to not attack in CC. All models must make all their attacks. If you end up wiping out the squad and getting shot... tough luck, but that's the way it goes.

I'll back Grakmar.
1. Treat a building as a transport. Shoot with a meltagun, let's say, destroy it, and then try to assault the contents.
2. Holding back is not an option, as Grakmar said.

Also make sure you are actually talking about a building and not a ruin, they are very different from each other. A building is an intact building which functions similar to an immobile transport, in order to get inside you have to "embark" into it, so you cannot assault the unit that is inside it, just the building itself. A ruin is a wrecked building in which you can move around with a difficult terrain test, you can assault units inside a ruins like normal, however you cannot assault the building itself or destroy it at all.

Exception: Template weapons can hit units in buildings. ( D6 hits, plus the hit on the building itself.)

Template weapons (the ones that use the flame looking thing) cause D6 hits on a unit inside a building if the template covers a fire point.
Blast weapons (the ones that use the small or large blast marker) cannot hit units inside a building. They can only hit the building itself.
