Is there anyway to build a character that could basically manipulate Npc's and Mobs through words/Illusions or Mind control???

Yes, Illusion and Speech. get a Touch Spell for Calm Humanoid and it should allow you to talk yourway out of everything.
At least... that worked for Human....

I know that, but if you were to split it up into 3 sections The Scottish would be the ones taking anybody on, the English are the Tea-Drinkers and the Welsh the "less said about that the better".
