It's my understanding that the hole on the large blast template must be all the way inside the base of the model to be valid. You just can't have it just touching with the majority on open ground.
Is this correct?
I let it drop in a tournament because of sportsmanship but I believe it has to be inside the base but doesn't have to be centered.

BGB pg 30 appears to agree with you.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

I dont have rule book close by, but by my experience I would say thats true. The hole must be inside the base rims IMHO.

He tried to show me a picture in the book that showed it doesn't have to be completely in.
I just let it go telling him he at least had to have part of it because you can't target open ground.

However, after initial placement, it can scatter to where the hole is not over a base.

Nope, the whole doesn't technically need to be entirely over the base when placed.
Pg 30: Place the blast marker (see diagram) with its hole over the base of the target model.
Now in the diagram, the whole is indeed completely over the base. But, check page 32, with the diagram for place multiple barrage weapons. Although different in some ways, the way you place the first marker is identical: "all barrage weapons use blast markers and consequently use the rules for blast weapons, with the following exceptions.." (the exceptions don't talk about placement). Check how blast #1 is placed, and it's clearly half off the model and scores a direct hit, so doesn't move, so the image isn't depicting a scatter either.
I thought it was the other way for years and have played in tournies/gts galore, but some one pointed that out to me a few months ago and I can't help but agree.

I've been playing fifth edition from when it came out (and earlier editions of course) until now, and didn't notice it until it was showed to me mid game to net 3 vehicles I'd clumped together closely all as hit a few months ago, so don't feel bad.
It's funny how we all find/learn rules nuggets all the way up until the next edition comes out. Clarity ftw...
