A Chaos dreadnought goes fire frenzy there are 2 units in it's firing arc one is a group of havocs inside a building (Not a Ruin) and an IG vendetta. The building the havocs are in are closer. Who does the dreadnough shoot at?

Argument one, because the havos are in the building the dreadnought can not see the havocs therefore can not shoot them

argument agienst The building is a 'vech' therefore it is the closest unit now.

Your opponents are going to say you have to shoot the building.
Although the rules say that you must fire at the nearest unit friend or foe. Since you can't shoot directly at the havocs. The building although is fired at and treated as an immobilized vehicle for the purpose of shooting and assaulting, is not a unit.
If the dread had a flamer and was close enough to use it on the havocs then maybe.

You would have to shoot at the vendetta, since it is the closest visible unit.

The havocs are not visible, and the building is not a unit.
