No since they didn't move flat out, vehicles that deep-strike count as moving at 12" not >12"

Here's a dumb question: Can a Night scythe carry Necorn Lords or Over Lords. They count as infantry but it doesn't state that it can in the codex??

Yep. But the only way they can start the game in one is if they're attached to a unit that has taken the Night Scythe as a dedicated transport.

Can I disembark the unit inside the night scythe the turn it arrives and shoot with them immediately? I imagine yes, it would be treated no differently than disembarking from a mycetic spore or a drop pod.

Been out of the game for awhile, trying to find time to get back into it.

Yes, as normal - you have only moved cruising speed, so you can disembark a unit from it.
