So, say I have an Assassin with a Rat Hound Bodyguard. The rule for the bodyguard states, "A model with a Rat Hound upgrade may make an additional WS3, S3 attack." Poisoned Attacks in the BRB does not provide any restriction on what attacks are poisoned except for magical and spells attacks. Does this mean the attack granted by the RHB is also poisoned?

I don't have any books at work, so I can't quote the reasons, but no the rat hounds attacks are not poisoned.
Fluff wise, its the poison (warpstone ?) on the assassins weapons that are poisoned. Sure you may not want to soul kiss the RHB, but there is nothing anywhere in the AB or BRB that says his mouth is full of poisoned spit !

To be more rules aligned, the entry for Poisoned Attacks in the Skaven army book would override the BRB version, since specific > general (or army book > BRB). The Poisoned Attacks entry in the Skaven army book specifically denies the Rat Hound Bodyguard from getting the benefit. If you have 3 points to spare, I'd swap it for a Tail Weapon instead.
