Strategy:
Lascannon stays back with Thunderfire Cannon to snipe vehicles (or hordes)
The other 3 halves of the tac squads gets in Razorback and push mid field side by side with the Dreadnought. I expect 2/4 to die before reaching 12" range but the other 2 will wreak havoc with plasma rapid fire (or heavy flamer)
Vulkan + Librarian join the 10 man terminator squad and wait. When Sternguard drop pod comes in, Gate of Infinity next to them to take out their devastator squads.
Any recommendation? I fight mostly Codex SM, BA and Necrons.

Against the SM and BA TFC isnt very good.
Thier Armour is too good.
I'd swap it for Power weapons on some of ur sgts to survive CC with MEQ's as tac marines wont stop other marines from reaching assault. use some of the points to also get a Land Speeder with a Multi melta to DS, pop a tank, and hopefully retreat before dieing.
Against the Necron, and any army with alot of T3 model TFC AWAY! Scarabs are just too good now to not get a TFC to kill em with. and thier transports are easy to pop with it as well.

Against BA and SM, given that I have lots of Las Cannon and missles. I should be able to take out 1 of their tank each turn. Thus, taking a Land Speeder might not be the best choice.
I want to put my combat squads with as much fire power as possible so I prefer not to have power weapons on sergent (they won't survive assaulted by ASM anyway).
What else can I get with 100-pts of the TFC to fight SM? (the guy I fight against usually field Pedro with stern guards and 10 Shooty Termies)

How many Speeders are in the squadron?
Cutting one of them and the TFC for a Predator or Vindicator may work well versus MEQ's.
one thing i never thought about, How is his ranged fire power beyond the Sterns and Termies? if he's got alot of ap3 or better, TFC could actually be an awesome choice for the cover save to a big ruin alone.

He runs a list that is roughly:
2x tactical squad
1x scout squad
1x Pedro with 10 Sternguards
1x Cato with 10 shooty terminators
1x Land Raider
I don't have any Heavy Support vehicle (except for the Thunderfire cannon, if that counts as a vehicle). I do have 3+ Drop pods and 3+ Razorbacks though.

Well if you generally run a SM all comers list, a TFC is a very good investment.
Is that 10 Terminators in that squad? Or are you looking for advice between the TH/SS or LC's? Personally, I would run all TH/SS for a Vulkan list.
I'd ditch the sternguard, give your Dreadnought a multimelta + hefty flamer (or even better, an Ironclad) and the sternguard's drop pod and come down next to the land raider.
For your tacticals, I'd do one of them as meltagun, multimelta and combi-melta + fist on the sarge and stick them in a pod too.
And if you were wanting a plasma cannon and your gonna combat squad your tactical marines anyway, put a plasma cannon in each of your other squads. Cheaper than a lascannon, and at 5 pts its the best value heavy weapon for tactical marines (aside from a ML obv) and stick at least one of the PC totting combat squads in the 3+ cover that your TFC will provide
I'd give that Librarian a combi-melta - if the Lib goes himself with Gate he doesn't scatter so its good for boosting over and twin-linked blasting a tank/character

You said I should ditch sternguard but then drop-pod stern guard, I am confused. I agree though that I need TH/SS to take advantage of Vulkan.
Getting fist on a tac squad + Droppod means I lose a Razorback LasPlas. That, and I drop Lascannon to get Plasma Cannon means I lack a decent list of non-scatter Str 9 tank poppers.
The reason I Gate of Infinity with the termy is that I don't have a transport for them so they will be sitting ducks. With the locator beacon on the Droppod, I will not scatter and will put a punch on their back line the instance the Drop pod comes into play.
Here is my revised list
Vulkan

looks really slow. do they have transports? in any case, i think a Vindicator is a truely awesome weapon vs the termies, they're either riding in that LR or deep striking, both options mean they'll be stacked base to base when they hit the table.Pop transport with Las cannons/Melta then demolisher cannon the yummy marines inside. a large blast template str 10 ap 2 weapon lawls at the termies, especially if you null zone them. all for 115pts. Stick it behind some Tac marines or in ruins for a cover save vs anti tank fire.
Also since your opponent is running 10x shooty terminators and 10x Sternguard, having your own sterns is playing into his strat.
you could always keep the TFC for a nice cover save on your Demolisher's hideout, and instead drop the Sternguard (which im assuming cost you 295pts for them and the pod). you could drop that and buy a Demolisher and another full tac squad with a Las cannon for 295 points. if you combat squad the new tac squad take 5 of the basic bolter marines and stand them on a wall in front of your TFC blocking LOS. Move em out of the way to shoot, then use run to get back in the way, its both cheesy and effective (you can do the same for your demolisher!)

Haha, that run out to give no cover fire and run back in is an awesome tips. Yeah, I think Sternguard is probably not the best option in this list.
