Alright, I'm not going to ask if this list is any good, 'cause I know it's pretty vulnerable to a lot... I'm asking for your thoughts and opinions, as well as suggestions for even better versions of my list.
Anyways, here it is:

How are you supposed to close the distance if your opponent takes tanks or is mobile. You have no transport abilities and only 1 night fighting turn to help you foot slog your way towards your opponent.
I just think your gonna get shot to hell the same way necrons deal with terminators, mass small arms fire. Or your going to get abused by long range fire power. Really the only way I see this working is against an army that will fight you in CC, as you have no real way to force CC.

Honestly I feel it's way too many points in the HQ to be optimized for maximum efficiency. So you..walk to the enemy doing nothing but running in the shooting phase and deny one of his turns of sight with a pulse. 2+ saves are cool but those are on lords that can get chewed through with a dedicated anti-infantry choice or just outright avoided with transports. A deathstar that just moves around isn't a deathstar, it's a moon.

I am scared to add up the point total of your Lord-star... Whatever that number may be, I'm certain it's too high. You are presenting very few targets as is and could really use more basic units before splurging on a CC deathstar. If you want sturdy counter-assault units, I think more Lychguard (with one Orb-Lord) would serve you better. Personally I think Lychguard are overcosted as well, but they should do better than the gang-o'-Lords for their points.
Some odds and ends: not sure what that Deathmarks are going to try and pull. I imagine you want to Veil-bamf them in next to their 'marked' unit and rapid fire a bunch of 2+/2+ shots...that could work alright, but if you're trying to take out anything important, you probably won't finish the job. Plus, you'll end up uncomfortably close to the enemy. If the Deathmarks can't then avoid CC..well, they'll get swept.
And the Scarabs feel like an afterthought in this list. 9 won't do very well by themselves, and shouldn't be expected to take out many (or any) vehicles alone. A couple templates, a round of rapid-fired bolters, a charge from a dedicated assault unit, etc., and they're done. Back them up with Spyders, more Scarabs, or expect them to be wiped out quickly.

Ah, was afraid you were going to say that. Yet I really want the Lord unit to work... Any idea on how I could make it viable?

I think that'll be tough as they have no real delivery mechanism. And after spending all of those points on their unit, you don't have many points to pay for one. I think your best bet might be DSing Monoliths and then tele-ing them out of a rear-facing door (so they have Monolith cover). This is a risky and expensive strategy though...and even then, they won't be very hard to avoid. Like Kurgash said, your deathstar is just too easy to outmaneuver.
If you want Necrons to work for you in assault, I think copious amounts of Scarabs, Spyders, and Wraiths are necessary. Scarabs and Wraiths both add to your mobility, and all three units would really give you a CC punch. If Scarabs/Wraiths are able to tar-pit units out of the Lord-star's range, they could give the Lords time to move up and start 'Scything. But really, if you've got Wraiths, Scarabs, and Spyders eating up the enemy, the Lord-star would be a bit superfluous.
One of my main take-aways from the Necron codex is that is has a lot of "candy" options: powerful, fun-looking, highly-upgradable, CRAZY-EXPENSIVE units (it would be pretty easy to spend near 3000 points in HQ alone). To me, a Lord-star exemplifies a "candy" unit. Candy's dandy, but first you need to eat your vegetables!

Obyron? Maybe somehow work him into the list as he can VoD places and get his unit out of combats if the opponent tries to bog him down with tarpits. Aside that, not sure what to say.

At this point level it would be hard but... If you could squeeze in some Ghost Ark warrior squads, you could have your lordstar hijack one at the beginning of the game, and ride that to the front lines. With it being open-topped, it would make a great delivery system. But again, at this point level, it's hard to find room for one, let alone more than that. Without more than just one, your opponent can just focus your ONE tank, and even with AV13 till penetrated, it's not going to last without support :(
You could probably do it by dropping the Deathmarks and Lychguard, trade the Immortals out for more warriors, and have all three take Arks. That should give you a few points left over in the end too. I haven't added it up, but if you could squeeze in some Spyders to support your one scarab squad... Dunno. Could work.
