I am currently trying to recruit some friends into 40K and want to start a Necron army to act as a foil to my Ultrasmurfs. I figured 1000 points would be a good first build point. In general I go for fairly balanced armies with a mix of multiple unit types, simply because I get bored painting the same thing over and over again. Here is what I am thinking for an initial idea:
HQ
Overlord with Warscythe and Barge
Cryptek with Lance and Solar Pulse
Troops (I may have overspent here)
Warriors x9 with Ark
Warriors x9 (Gets Ark support to regen unit)
Immortals x8 with Telsa Carbines (probable location of Cryptek)
Fast (I might need to consolidate units)
Scarabs x4
Scarabs x4
Wraiths x2
Heavy
Annihilation Barge
It's kinda slow, but tries to hit some of the high points of the codex while creating a visually interesting army. I want to stick to the current models as much as possible and add the second wave models later as I build an army featuring the Dynamic Duo...

Any inputs? I know it's not an overly competitive list, but I would hope it could hold its own in starter games.

Could be fun, but, I'd probably nix the wraiths. As you have them now, they are not terribly useful (not enough bodies, and not kitted out for allocation shenanigans), and they also will be getting a new model eventually, as the current model is nothing like the new direction the art has taken for its "canoptic" units. So, I'd wait for wave 2 before adding them in. Those 70 points could get you more scarabs, or a couple more lances, or fill out your troops numbers. I might have recommended spyders, however, they will also be getting a new model, it seems, so, another thing to wait on.
If you wanted to keep a unit with some melee punch, for counter charge purposes, 65 points gets you a min size squad of Flayed Ones. (Coincidentally the number that come in a box...) It also fulfills your aesthetic variety wishes. (They probably won't win any combats on their own, but they could turn the tide if one of your units got charged.)
As far as the list itself goes, I haven't yet gotten a feel for what an effective 1000 point necron army looks like, even while including the things without models yet. I would say just proxy it up and have a buddy face off against your smurfs.

Yeah... I think I will wait on Wraiths and Spyders until new models are released. So I am looking at an updated version:
HQ
Anrakyr with Command Barge (Probably with Gauss)
Harbringer of Destruction (Pulse)
Harbringer of Transmorgification (Harp)
Troops
Pyrrhian Eternals x8 (Tesla)
Warriors x8
Warriors x8 with Ghost Ark
Fast
Scarabs x6
Heavy
Annihilation Barge
It leaves me with 6 points left over and some solid units. Anrakyr provides some solid anti-mech along with the Scarabs (even if the squad is smaller than I would like.) I don't know if the Harp would help, but I thought it would synergize well with the Tesla Immortal squad, as he could potentially knock an AV off before the Teslas slam home. But I am open to suggestions.

Is it worth dropping some troops to get another lance and/or more scarabs?

I feel like the 8 warriors outside the ark could get shot up too quickly for the ark to stand them back up, maybe beef that blob up a little bit.

I'd suggest switching out your transmogrification to a storm cryptek to run with your tesla if you intended to use the harp as AT. The storm pretty much comes with an assault 4 haywire weapon that fits in with the concept of an all electrical units (haywire and tesla) and works well as both AT and anti-light infantry.
I would advise against dropping any troops, but I usually field large masses where possible.

I am not sure about the storm cryptek. I don't think he synergizes as well range wise with the harp. That and the transmorg cryptek still has the tremorstave to slow down assaults if needed. Maybe I should move 3 Warriors from inside the Ark to outside the Ark, making it 11 Warriors plus possibly the lance cryptek.

40k is a lot to learn in one sitting. Always start with small battles and then add on when they get the hang of it. 500pts with 1 HQ and 2 Troop choices on each side is ideal. I've done lots of demo games over the last 14 years, so I really know what I'm talking about.

I plan on doing demo games much closer to the AOBR level, with a few small units and just mashing them into each other. The idea of building to 1000 points is more for once they have a feel for the game, and it would play more as a standalone set while (hopefully) they are building their own armies. That and it provides a starting point as I build the Necron force up into a full-size tournament army.

1 Overlord, Warscythe
1 Catacomb Command Barge, Gauss Cannon
1 Harbinger of Destruction ; Eldritch Lance; Solar Pulse
1 Harbinger of Destruction Eldritch Lance
9 Warriors,
1 Ghost Ark
8 Warriors,
1 Ghost Ark
Annihilation Barge; Gauss Cannon
Annihilation Barge; Gauss Cannon
Annihilation Barge; Gauss Cannon
Comes to 991 points. This list, would probably be fairly tough to crack at 1000 points. 6 AV 13 Vehicles is pretty brutal. Use the Command barge for sweeps, and it can take out things like Land Raiders with ease. The Solar Pulse make sure the Necrons are safe for at least a turn, since everything but the command barge is fairly slow. The Two Eldritch Lances, can be used to pop smaller AV Vehicles, as well as the Tesla Destructors for Vehicle Suppression and Anti-infantry.
This also gives you a chance to show off the new models, and all of these vehicles scale well in upper points levels as well.

I'm not a fan of Ghost Arks, so I'd write the list differently. (Ghost Ark's are slow, open-topped, and encourage you to take terrible Necron Warriors)
Although, Sasori's list is well written and uses the Ghost Ark in their most effective way.
I'd be tempted to take
Anrakyr 165 in a Barge +80 = 245
Court = 2xCrypteks of Destruction, 1 with Pulse = +90
= 315
Lord in a Barge with a Scythe = 180
Court = 2xCrypteks of Destruction = 70
= 250
HQ Total = 565
Troops
1. 5xWarriors in an Ark = 65 + 115 = 180
2. 5xWarriors in an Ark = 65 + 115 = 180
Troops total = 360
---
DARN! I'm 15 points shy of an Annihilation Barge! I'm not as good at this as Sasori.

I don't think Necron warriors are too terrible. There are quite a few uses for them. Reecius in his battle reports have shown they can do some real damage. That being said, they can sure be a liability.
I like the Ghost Ark for a few reasons. It's AV 13, with QS and can fill several roles. Being Open topped sucks, but all of our Quantum Shielded Vehicles are. The AV 13 is pretty damn durable though. Having the Lancetek in it, it can do light anti-tank, and it can broadside with it's Gauss Flayers And the unit within. 18-28 Gauss shots is nothing to sneeze at (I'm not counting one of the flayer arrays, as it's hard to get two units with it). As far as Objective holding, I'd say it's got great staying power. It is slow, but the Solar pulse can help rectify this. Combining them with an AV 13 wall, (Lower point games especially) can be brutal.
Do you use a Program like Army Builder? I've found it is significantly easier to build and tweak lists with it.

I think I am going to build towards a list VERY similar to Mercer's list, and uses almost all the units from Sasori's list:
HQ
Overlord w/ Catacomb Command Barge - warscythe, mindshackle scarabs & sempiternal weave
Royal Court - 3 x Crypteks w/ - harbinger of destruction & solar pulse
Elites
Triarch Stalker
Triarch Stalker
Troops
8 x Necron Warriors w/ Ghost Ark
8 x Necron Warriors w/ Ghost Ark
8 x Necron Warriors w/ Ghost Ark
5 x Necron Immortals - tesla carbines
Fast Attack
5 x Canoptek Wraiths - 3 x whip coils & particle caster
8 x Canoptek Scarabs
Heavy Support
Annihilation Barge
Annihilation Barge
2 x Canoptek Spyders - fabricator claw array
