Since a Valk can deep strike units if it moves flat out along the path it flew, can you re-roll the scatter dice if you have an astropath?

I though the astro only let you reroll the side for Outflank?

Are you thinking of the Stormtrooper Special Operation 'Airborne Assault'? If so, yes, you can use the ST rule for Grav Chutes.
