I was looking at the Eldar Apocalypse formation "Shadow Walker War Walker Host" (http://www.games-workshop.com/MEDIA_CustomProductCatalog/m2440062_Eldar_Datasheet_-_Shadow_Walker_Formation.pdf).

Cloak of Shadow: This formation is not deployed at the start of the battle and is not placed in strategic reserves. At the beginning of any Eldar Movement phase, nominate a point on the table...and place the command vehicle on this point. The remaining...

How would you play this in regards to powers such as Guide? Note, I'm not asking for RAW, nut HYWPI.
1. Both happen at start of turn, so any order.
2. Cloak works like Reserves, and as such cannot be affected by psychic powers.

I used to say 1 (which would be really nice, have them come in from behind Da Green Tide and unload a large number of shots on the greenskins), however, since joining, and learning the rules a bit better, I'm now inclined to say 2 (still works, but no re-roll misses...)

Eldar Powers are used at the beginning of the turn correct?

This Cloak happens at the beginning of any eldar movement.
