Hello, Dakka. Now, I need major help on building a Seer council. I have never had any experience whatsoever with them, and need advice on building them. So, what would be the best way to build a Seer council?

Models or in-game? For models you just need warlocks, and there's a Seer Council set for them. For actual use in-game, you can gear them up for some wound allocation if I recall, and run them with a Farseer for maximum psychic dickery. Fortune your squad every turn and enjoy being extra-durable for T3.

Yeah, that's about the size of it.

Though, I sure miss the days of being able to send your warlocks in with just shuriken pistols and no cap to their numbers (three more points than a guardian for 2 higher WS and I, and a 4+ re-rollable invulnerable save (fortune and the one for combat), with the option to upgrade any number to have heavy flamers or witchblades? Yes, please. One cruel, cruel day, I proxied over 100 of them.)

Thank you. I mean in game use, and plan to make a very large Seer council. I saw the Eye of Terror rules just for fun, but wanted to ask if there is any maximum for models?

IIRC, the current codex does have a cap, and, either way, they become significantly less useful as a horrifying road block without the option to not buy them powers/weapons. Their offensive abilities are okay and pretty reasonably priced: their defensive abilities (for the old cost) were unholy.

Also, the above was just stupidly good. Like, boring, exploitative, power gaming. We mostly did it as an intellectual exercise, and found that, yes, it was stupid.

That really depends what kind of Chaos army you're fighting and what you equip them with. I don't see why not but I'm pretty sure they're mad expensive.

I guess if they have a bunch of power weapons or spells that can do low AP damage, you could do okay. That's kind of what Banshees and Fire Dragons are for though really.

Alright, thanks. Which Chaos force would they be best at killing? We have a local Chaos player with 12k, who can make pretty much any list possible.

Witchblades wound anything on 2+, so you could probably go monstrous creature hunting with some of those. They still allow saves, but weight of wounds can do a number. I'm no Eldar expert though, I've just fought a few Seer Councils is all.

They actually need the Farseer as the Seer Council is a Farseer and a bunch of Warlocks. Probably can have fun with the wound allocation thanks to them having to buy powers.

Also if you go with Singing Spears you lose a few CC attacks for some slight S9 tank hunting. Not that that should be their focus it's more of a just in case sort of thing. Characters like Eldrad and Yriel also get the 2+ wounds, but ignore armour. Yriel doesn't seem to be with a squad though (his monocle makes it seem like he'd be more happy running out of a squad to attack a unit by himself). Eldrad on the other hand shouldn't probably be in CC, but if he's assaulted it's good to know he may just hit them back first.

They're best on bikes due to the much needed mobility of the unit, though Eldrad cannot get a bike and thus cannot be in the unit. Not to mention they can do the Tau's jump shoot jump technique.

If you run a Council on foot? He's highly advised.

But you cannot give Eldrad a bike and so, he's only available on foot.

A seer council should always be mounted on Jetbikes; they get a 3+ save, T3(4) and the ability to move 24" in a turn and the Farseer can still use his powers. ( Fortune -> 18" then 6" Jetbike move)

I normally run a Bike Council of Farseer with all the psyc tools plus fortune and doom. I add 4 or 5 Warlocks depending on the points, 1 embolden, 1 enhance and 2/3 destructors. They also all have a couple of singing spears sprinkled for anti tank duties.

Same as a Witchblade but thrown tbh. That 2+ to wound is great, plus you get it in combat too (It's not a power weapon though, booo). The downside is that you only get one attack a turn after charging, hence why I don't have the full unit with them. Honestly, I try to keep them out of combat strafing and picking on small units and only use them as a tar-pit in moments of desperation. Distructor is great for whittling down big units, and fortune makes them less of a viable target unless your oppo has lots of firepower to waste.
