So the IG guy I played tonight popped smoke after moving the transport with 6 gun barrels sticking out the back a full 12 inches. Was this legal? If so, why? Was it because it was a Defensive Weapon? I am trying to figure out if I can fire the S4 Kannon on a Battlewagon if I move 13 inches. Sorry if this is a no brainer. It's late and I'm sick.

Smoke isn't a weapon, it is another thing entirely. It can be popped no matter how far you move (but you cannot fire when you have popped it). It is not affected by movement.
Your kannon is a weapon, so its very different, but if you can move 12" and fire a normal weapon, then you can fire your defensive weapons. If you can only move 6" and fire a normal weapon, you can fire your defensive weapons

If you can't move 12 and fire ANY weapons, then you can't fire defensive weapons either. The Chimera (the vehicle in question) cannot do this. Those 6 guns on the back do NOT EXIST. They represent the carried infantry able to shoot weapons FROM the vehicle (it counts as x fire points, allowing x models to fire from the vehicle). ONLY if the vehicle moves 6" or less, though. If it moves 12" then NEITHER the vehicle itself NOR its passengers may shoot (the passengers may, however fire - counting as moving - if they DISEMBARK in the movement phase, though).

The answer is that yes he can pop smoke after 12, he didn't shoot anything so how far the chimera can move and shoot is irrelevant

Minor important note, Popping smoke is done in the movement phase. In so doing the vehicle may not shoot.

Much clearer on why I have never heard of anybody shooting the S4 Kannon on a Cruising Battlewagon.
However, aren't Smoke Launchers considered Defensive Weapons? Wouldn't the distance traveled effect their use? I won't be able to check my rulebook until lunch.
