I decided finally that my army would be eldar but I: 1.have no playing experince 2. have no idea of a eldar list other than fire dragons are scary.
Basiclly what I would like is for someone to tell me what would be a good starting buy? (and hopefully cheap) would a battleforce work would 2, and tactical help please all c&c are welcome thank you in advance.

What kind of army would you like? Everything on foot? a Mech army? An all-jetbike army?

Once you decide, you can think about buying models.

Falcons and Waveserpents keep the army cheap. You should be able to field an 1850 force with 6 to 8 of them.
Personnally I would throw in night spinners or if you prefer fire prisms. So your big decision is to minimum size your dire avenger squads or max them out.

Definitely read up and get a feel for what each units do. Then I would think about getting a troop squad that you will most likely use in any list you do. Dire avengers fit well. Then maybe pick up whichever heavy support you feel like. Wraithlords lean towards a foot approach, fire prisms and falcons are mech. Then I'd focus on getting a farseer or autarch and another troop unit, so you can play a legal game. Take it slow and paint up what you get so that you can get a feel for the style you want to go with. Maybe pick up some fire dragons, as most lists will have at least one squad in a wave serpent. Play some small scale games so that if you do/don't like certain units, that can play a part in your decision on how to expand.

Read up on the units. However if youre like me its hard to tell what you like until you actually play some games with them. heres the most generic units that could make up a basic list

Dire avengers
Fire Dragons
Farseer
Scorpions
Banshees
Wave serpents (atleast 2)
Fire Prism

Basically flush out some troops and the farseer and go from there. I started by buying pertty well one of everything (over time of course haha) and now im down to the units i like and know how to use. units to avoid early stage though:

-Jetbikes (unless you do a jetbike list but thats expensive)
-Shinning spears (jetbike list is really the only place for them)
-Swooping hawks (dire avengers in a transport and fill nearly all the same roles and do it better)

but other than that you shoudl be fine, remember though co-ordination is key in an eldar army
