Phased Reinforcements states any number of units in reserve that are able to Deep Strike can do so in the enemy turn- so should I roll in my turn as normal then wait till the enemy turn? Also it says that they can Deep Strike immediately after an enemy unit has arrived from reserve, normally in the enemy's Movement Phase. So not only must they roll and wait, they must rely on an enemy unit arriving as well? Apologies if this has been brought up before but I can't seem to find anything.

My take on it is that if an enemy unit is coming in, you can choose to come in automatically in your enemies turn with no rolls required. If you choose not to then you come in via the normal game rules for Deep Strike in your own turn.

The way I read it is that you roll for reserves each turn as normal, then you just choose not to come in in your turn. You CAN, but you choose to wait. Your opponent deep strikes something in, you seize the opportunity and deep strike in your own things. Then its your turn again and you can shoot at his now relatively vulnerable deep striked units. Most useful against things like Chaos Daemons, or if you know that your opponent is going to be deep striking from guessing their tactics.

You roll as normal. Anything that comes in on your turn, arrives - you cannot fail to roll because you'd rather they came in on your opponents turn.

I feel that this can be helpful in that stuff such as Flayed Ones can DS in their turn and charge in mine. But without them planned to intercept them. So they can only guess where they come in as it is after they have moved.
