1/72 are tiny, probably up to the knee of a Space Marine.

1/35 are taller and thinner. Imagine a Space Marine and a half added on in height.

Neither scales fit well in terms of figures, only 1/35 works for vehicles. So, unfortunately, neither of those scales will suit you for making people that fit in scale with your GW stuff. I believe, though I may be wrong, that 1/48 for figures is as close to GW's scale as you can get.

Yup Oppl hit the mark, unless you want some sort of pygmy or giant slaves of sorts.

That is of course if you're going to use them in 28mm games. What are you aiming for? There are quite a few cheap 28mm manufacturers like WGF or HaT. No good on the quality scale but if you need bodies fast

you are essentially looking 1/48 scale, unless you want to represent child soldiers, hobbits, unbeardly dwarves or 12 foot tall space marines (because the guardsmen are so small in comparison) 1/72 might pass for ratlings though...

It doesn't matter how bloody far the apple falls from the tree. If the apple fell off of a Granny Smith, that apple is going to grow into a Granny bloody Smith. The only difference is whether that apple grows in the shade of the tree it fell from.

Your cheapest options are probably historicals or GW's LOTR sets.

They're 1800 Sudanese tribesmen. they look ragged and ill equipped and of course you don't need to paint them as dark skinned but with a variety of skin tones.

The only problem is the box only has a few rifles.

For more money there's GW's Empire Flaggelents of course, but you'll need a ton of lasguns for them.

Well going from the original link, I'd say you should should go with the Nazi models for the slaves. The Russian minis would beat the fething snot out of anyone trying to make slaves of them
