Been looking around on FW Q&A stuff and it seems kind of confusing. Is there a page lIke GW that has info on each seperat army? I've been looking up specified rules for grot tanks and I'm having no luck doing so.

You will need imperial armour 8 for the rules for Grot tanks

Well I have the rules but there's one thing that isn't specified. If you have a grot tank leada, can you reroll double ones on their movement special rule?

Only once, it's sort of like a TL 'Gets Hot!' weapon. If you re-roll you treat it as if the first result never happened. So if you roll double 1's, and re-roll, and get double 1's again, you suffer the auto-pen hit.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

FW has a lot of their experimental datasheets still available on their webserver, but removed all links to them. Google can help you find those datasheets.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.

I didn't realize the experimental rules were no longer up. Glad I got copies of them when I did...

They are and aren't ... If you go to a unit which hasn't had rules released ... then some where in the description you find "Experimental rules for the Shadow Spectres aspect are available to download here".

They have however hidden the complete list. That said if you like the look of a model they'll tell you which book has the rules for it.
