I have an idea for a display board for my GK that involves the arcane ruins and the ruined watchtower from fantasy scenery. I have an 2x3' corkboard to start off with. The main question is, before I put a lot of work into this, is 2x3 too big to take to tournys? Will I be penalized for this? Is there a set size for boards? This is my first real project with a display board, other than putting flock on a 18x24 corkboard for local tournys? Any help would be appreciated.

It's quite large, especially for a GK army (which I presume is fairly low in numbers). I'd think an army should cover most of its display board, including comfortable space between each figure and squad, depending on how they're posed.

I suggest first simply posing the army on a table, getting each squad looking right within the squad and in relationship to the other squads. How much space does it take up? Allow a little extra space for scenery (although most scenery should be under the models), and that's the size to aim for.

The other issue to remember is that you're going to have to transport this thing to tourneys, and store it at home, and you don't want it getting damaged - so the smaller the better. I've seen great display boards where the owner has built a matching box or transport case especially to hold the board. And some model cases (not the GW one, sadly) open exactly halfway up their sides, meaning they lie flat when open - some players actually build their display board permanently into such a case, which certainly makes transport easy.

Most events specify the sizes of display boards you can bring, or I think 10x10x10 would be a good size.

OK, so you guys are about the same train of thought that I am. I'll probably wind up cutting the board to a 2x2 because I believe that is what I saw was the limit for a GW sanctioned event.

Are you planning on using the display board to carry the army from game to game? If so, 2x3 might be a bit large and unwieldy for maneuvering between most tables even without the not-so-svelt population of gamers clogging the aisles.
