It says that Vargard does not take up an HQ choice if Zahndrekh is also in your army. What if I want him to take up an HQ choice for the purposes of a royal court, am I allowed to do that?

Vanguard can not take a royal court AFAIK. I just treat Obyron as part of Zahndrekh's Royal Court with some extra awesome sprinkled on.

Taking an HQ does not grant you a Court; you must take an HQ who is *also* an Overlord. The rules are very explicit on this - Vargard can NEVER take a court
