So I was having a game at GW today, and my opponent had vanilla marines and had 3 preds and a land raider with termies inside. I called him on having 4 heavy support options, but he said that since the land raider was technically a dedicated transport it didn't count as a heavy support.

Is this legit?

Yep. If stated it can be taken as a dedicated transport, it does not use up any force orginization slots, but counts as one for all intents and purposes (same points/wargear/etc.)

Yes. SM codex says one terminator squad can take a Land Raider as a dedicated transport.

wait untill you face a 9 LR list, granted that would be over 3k i think close to 3.5k Blood angels like Landraiders... sadly they can only take them as dedicated...

You could take 11 in a BA army; they can get them as dedicated transports for all their terminators, for Troops units, and for Honor Guard.

It would be a heck of a lot of points, though.

Actually the Blood Angels can have 17 land raiders.

one for each honor guard in the HQ (2)

One for each terminator unit (3)

One for each assault squad in troops (6)

One for each vanguard veteran squad in fast attack (3)

and one for each devistator squad in heavy support (3)

Though at minimum you are looking at 5915 points, for Land Raider Redeemers and bare bones squads with no upgrades. Regular Land Raiders or LRC's add 170 points to that list.

Damn, they have Black Templar by six (three if the BT have the three Heavy Support regular land raiders) stupid assault marines with no jump packs.
