Yup to both.
Bikes and Jetbikes who Turbo-boost receive no benefit versus an opponent's assault.
Vehicles, however, are hit by assaulting enemy units based upon what speed they traveled in their previous movement phase (unless they are immobilized between said movement phase and the timing of the assault).

Well i know stationary means auto hit, combat speed means 4+, and cruising speed means 6, so i figured since turbo/flat out is more than cruising speed the attacks would miss...

No, it says nothing of the sort. It is still a 6+
Turboboosting has no effect on what you are hit on.

The reason it doesn't say anything about turbo-boosting is because that is a rule that only applies to bikes and jetbikes; those two unit types are struck in combat in the same manner as infantry by using a WS comparison. The speed that non-vehicles moved in the previous turn has no affect on assault.
Additionally, if I remember correctly, the table for hitting vehicles reads something along the lines of:
Stationary: auto hit
Moved up to 6": hit on 4+
Moved greater than 6": hit on 6
For example, a regular vehicle that moves combat speed moves 6", while a fast vehicle moving at combat speed can go up to 12". So, a regular vehicle moving it's maximum combat speed will be hit on a 4+, while a fast vehicle moving at maximum combat speed (or greater than 1/2 it's maximum combat speed) would only be hit on a roll of 6. And, by extension, a vehicle moving flat-out would still be moving greater than 6", and therefore only be hit on a roll of 6.
Correct me if I'm wrong on the wording for that, Nos.

Pretty amusing that a Leman Russ lumbering along at 7" needs the same to hit (6+) as a Necron Skimmer moving a supersonic 36", but there ya go.
This being said, you could always make some sort of house rule to reflect the additional difficulty. Obviously outside the scope of this question, but worth discussing with your opponents if you feel strongly enough about it.

The razorwing (fast, skimmer pg 70,71) would have to be hit on a 6+ if assaulted after it went flat out.
The CSM bikers (bikes pg 53) can be assaulted and hit according to the WS charts even after they use turbo boost.
