The better plan is to come up with a plan based upon what you have already (if anything) and what you need to have a variety of terrain types (from a game/rules perspective).
IF you are starting from scratch, start with the basics: natural formations/pieces. I would get:
1. A few hills (provide elevation for LOS and can provide cover)
2. Trees/forests (difficult ground, area terrain, cover)
3. Rock formations of various heights and footprints (obstacles/impassables that can provide cover)
4. River/water features (difficult/dangerous terrain that don't block LOS)
Consider if you are buying prepainted stuff or stuff you need to paint yourself. Do you already have a table? Is it painted already? IF yes try to match color/consider theme so you don't end up with a horrid mismatch of terrain.
Then you can consider man-made structures:
1. Ruins (difficult ground, cover)
2. Intact buildings/structures (Block LOS, impassable)
3. roads (can increase movement)
4. Bunkers/fortifications (increased cover saves)
5. obstacles (tank traps etc.)
Putting a little thought into what you buy can result in some great looking tables and enhanced/varied gameplay...

Try pegasus hobby's gothic building series. They are easy to work with, can be assembled in a wide variation of building layouts AND are good value for money.
The giant ass cathedral on my own recently made board is made out of this particular product (albeit a combination of several sets).
It's not finished, but it does give a good idea of what's possible. It looks right for 40k imo and the sky realy is the limit with them. If you have cash to burn, you can make some truely monsterous size buildings.

If you want buildings, I think Pegasus stuff is the best bang for your buck. It's not as detailed (one could just as easily say "busy") as GW ruins, but it's sturdy, plastic (easily modified), modular/expandable, and has several lines that fit the 40k aesthetic (Gothic City building and ruins are popular, as are the TechnoBridge, platformer/hexagon, and ChemPlant sets) as well as they do a medieval one (lots of gothic flavor, not covered in wires, cogs, or skulls).
