Been Around the Block

Hello everyone.
Have recently decided to start a Eldar army.
Really want to go footdar so was hoping On some tips on where to start.

I dont play Footdar, but this is the common set up I have seen:
Avatar of Khaine
Farseer with doom and fortune
10xDire avengers+Exarch with bladestorm
10xDire avengers+Exarch with bladestorm
3xWraithlords
This is the bare minimum of an Footdar list. If I would make a footdar list, it would start like this. Hope this helps

What I've been told is, Avatar, Eldrad, Lots-o guardians, Harlies or SS to countercharge, wraithlords and war walkers for heavy support

Basic set up:
Avatar
Eldrad
x2 10 Guardians + heavy weapon of choice (I prefer EML or SL)
8 Harlies with shadow seer
x2 WL with EML and BL
3 Warwalkers all with x2 SL
from here it's mostly up to taste

Depends of what you want to do.
One way would be to stay on foot, yet still try to be moderatly mobile (Eldrad for re-deployment, Spiders, Pathfinders & Scorpions for infiltrate, outflanking Warwalkers, etc.)
Another way would be to set-up with lots of (more static) firepower and force your opponent to come to you (Wraithlords, Eldrad still helps, Guardians for bubble-wrap & platform, Shadowseer+Harlies for counter-assault, etc..)
