Hey guys I've gained an interest in fluffy chapters rather than making my own chapter. Also, it would be nice to use a character if i wanted to. Here's the list.
Librarian
10 man tac squad
(flamer, heavy bolter, combi melta, melta bombs, teleport homer)
Rhino
10 man tac squad
(flamer, heavy bolter, combi melta, melta bombs, teleport homer)
Rhino
Assault Terminators
Vindicator
Vindicator
That's 1000pts. Correct me if i'm wrong. The tac squads will become combat squaded. The heavy bolters will hold objectives supported by the vindicators. The sgt combat squads will drive up and assault supported by the termies. Also, the libby will hang out with the sgts combat squad with Machine curse and Might of the ancients under his belt. Land Speeders are nice but they have to get close. I don't like the idea of suicide speeders, even if it means taking something out thats worth way more in points. What ya guys think?

To be honest, as you stated, your into the fluff. It doesn't mesh with the fluff from the salamanders.
Multi-melta's might be better than bolters for fulfilling fluff roles. And, logically thinking, you would go out of your way to fit Vulkan into the list right?
Other than that, all in all, i think its pretty solid. I'd be inclined to swap the vindicators to a Land Raider redeemer to deliver the Assault terminators, it also gives your librarian a place to sit.
I have a similar list (i run salamanders, but not too fluffy) but instead of the vindicators and terminators i role dreadnoughts in drop pods with multi-meltas. it just allows me to take out enemy tanks.

missile launchers will be better than the heavy bolters.
Give the tac. squads meltas instaed of flamers. The vindis can take of infantry.
Give the lib. gate then him to transport the termies.
Then everything works for me(you charge forward as one).

Yeah, ML's are always good on Tac squads. Meltaguns would also go better.
After that, really the only way to get more fluffy would to put Vulkan in there, but at 1000 points it is not recommended.

Yea, I'll change the HB to ML. The ML gives me options and have great range, chances are low that a lone krak missile will destroy a tank but it's still a chance. Ok, so I'll change the flamer to a melta gunner, but should I change the combi melta to a combi flamer? I think it would be a viable choice. Also, how should I equip the assault termies? I've heard a lot of talk about 3 LC and 2 TH/SS. I'd honestly like to have them equipped all with TH/SS plus it would go with the fluff but i'm not sure how it would pan out. Thanks for all advice so far.

Vindis can go infantry hunting if you need them, so combiflamers should not be needed. Moreover combimeltas mean that when you first get in range of their dread and you can shoot 2 melta shots at it and can take it down, that is combimelta is shot just when you need it and when you can not afford for your normal melta to fail, weirdly this is important enough to be worth the points.
I would go 3TH/SS as they will be exposed. However LCs are needed as they will struggle to win against certain units in cc otherwise.

Alrighty, here's the revised list.
Librarian
10 man tac squad
(melta gun, missile launcher, combi melta, melta bombs, teleport homer)

Ok, this is how my list should work IDEALLY. The ML combat squads and vindis hang back close to objectives, but not too far that they can't support rhinos. Their main role is to take on the enemy attackers, and those pesky deep strike units. The rhinos will advance as enemys dwindle and teleport termies when support is needed. The libby will hang inside a rhino and use appropriate psychic powers. I'm thinking GoI and Avenger. Avenger just seems fluffy for Salamanders. Good?
