I want to make my own chapter based on the blood angels, but not specifically them. Would I be able to play another chapter with Blood Angels rules? Or is this not allowed and I specifically have to play Blood Angels to use their codex? Either way is fine.

As long as you're WYSIWYG you can play whatever chapter. A marine with a bolter? could be any chapter.

Most people won't mind when you show up with Blood Angels painted differently. Just make sure everything is clearly labeled and your opponent can tell what is what on the battlefield. (Don't put down a librarian and say, "That's my Sanguinary Priest!").

The short answer is to always clear everything with your opponent, but you shouldn't run into much resistance.
