hey this is just an 1000pt list till i get the rest of my orders to finish my Ryza/Catachan 101st Airborne, all ideas welcome but that is literally all the models i have right now.
Note all special characters will have their fluff to fit into the regiment. :-\

Hey Kato, Well lets get started:

Theres a lot of points here in this HQ but knowing what i do about your army i might say that it seems to be confused on its roles. If your CC is gonna be isssuing orders the PF and Plasma pistol seem like poor choices. Preharps a bolt pistol and a CCW ? the Carapace armour and the camo cloaks are ok, but expensive and the Regimental standard is again personal choice. I however do like the Melta bombs

here i think your way overspending for the vets. Yes i know you only got certain models and want to reach a certain level to play at. However Flamers, Bastoone Grenade launchers. its alot of toys for little troop output. this unit is gonna be confused about its role.
squad two doesnt look as bad but harker with snipers is a bad idea. give them meltas or plasma for working with harkers rules

if the Sent is gonna be moving the camo is pointless. otherwise again its alot of toys and points being added onto the model for maybe not the best output.

Hard to give you advice because you can't really change your list due to a lack of models. What kind of advice are you looking for?
If you want to upgrade and refine your list to make it more effective, that will be the easy part. If your looking as what to buy next or to work on for convertion, that can also be worked on...
Since you have up to 3 posible units coming in from reserve (I am assuming with a 101st Airborne theme the STs will have Airborne Assault), look at getting a Astropath. I would also look at getting 2 special weapons for each ST unit, depending on their target. If you intend for them to be a AT unit, melta guns. Anti-Infantry? Plasma. Besides, your points are off for your STs anyway...
For Harker, since he has a Heavy Bolter, I like to get a second heavy bolter for the unit. I would then replace the Sniper Rifles with Plasma guns to Rapid Fire with the Lasguns and add in a anti-Infantry punch. Keep the Demolitions, as it gives them something to deal with vehicles or Walkers and the Demo Charge is a good weapon against anything.
For Bastonne's unit, the whole reason to have him is for his Orders. Give yourself a Heavy Weapon Team with a Lascannon for 'Bring it Down!'. Plasma guns for 'Fire on my Target!', and lasguns for 'First rank fire, second rank Fire!'. The Heavy Flamer is a waste of the BS 4 of the Vets, GLs are kinda a waste anyways (specially a single one), and all three Doctrines are kinda a waste as well. Grenaiders gives you a 4+ save against flamers, which will crush you anyways, Sentries gives you a 3+ cover save making Grenaiders pointless and Demolitions can be a waste, but if a vehicle/walker lives long enough to get close to you in melee it can be very useful. Stick with Sentries and rock that 3+ cover save, which you can use for 'Get's Hot!'. A neat trick, if you have the points for it, is to give Bastonne's unit a Vox so you can re-roll the Order if you fail.
CCS...a effective 5 man squad and your going to give the commander a PF? He will never live long enough in melee to get a swing off, even with the extra wound a bodyguard is giving him. On top of that, it is only a Str 6 swing. Ditch the Krak nades as well, and probably the Carapace armor. The Missile Launcher should be another Lascannon, specially on a BS 4 guy. MLs can only glance a AV 14, so you end up shooting them at transports. This is the same thing a AC is shooting at, for 5pts less and with a second shot. For 5pts more your CCS can give you some long range AT, same as Bastonne's unit. Keep Harker the anti-Infantry unit with two HBs. If your going to keep the Regimental Standard and your going to do Orders, drop the Melta gun for a Vox, and give one to Harker (the Vets don't lose anything for a Vox, unlike the CCS/PCS units) if you can afford it. Keep the Camo Cloaks and place them in cover (along with Harker and Bastonne) and keep both of them within 12" for the Banner and for Orders (even though Bastonne doesn't need Orders from the CCS). Have the CCS give itself and Harker Orders as needed... remember 'Bring it Down!' can be used against MCs and Harker's unit can rip the hide off of a MC, specially if twin linked from that Order. Another Bodyguard to give the CCS more bulk and even a Officer of the Fleet would not be terrible point fillers till you get more stuff and if you can afford it.
I don't like the Sentinel... to many toys for a BS 3 vehicle that is really easy to get AV 10 side shots on because it is so small. If your going to use it, give it a AC (which effectivily gives you a 75% chance to hit with 1 shot) and use if for anti-infantry or transport popping. What you /really/ want in these slots are Vendettas or Valkyries (with MRPs)... your doing a 'airborne' list, right?
Drop the Lord Commissar, as he is more of a risk to kill a named guy or your Commander if attached to your Vets or CCS. He would screw over your STs if attached to them by preventing them from using their special operations or from Deep Striking. The only thing he can be used for is his 'Aura of Discipline' for probably Bastonne's unit or the CCS. He is better off if you run a Platoon and use Heavy Weapon Squads.
Speaking of Vendettas and Valkyries, I would seriously consider getting 2 of each, squadroning up the Valks... their target is hoards, so having two firing on a infantry mob is never a bad thing. Then get some generic Vet mobs to 'ride shotgun' in the transports... maybe Melta Vets (3x Melta guns) with Demolitions if your feeling saucey (and to make them the same cost as their ride, 130pts). Keep your named Vets on the ground, with maybe your CCS... otherwise you should totally re-work them equipment wise. This should push your list to 2000pts.
Here is how I would re-work your current 1k list and how I would add onto it for a 2k game...

Well what i have is a battle force and one normal guard squad,what i am getting is a battle force, 3 valks, and 2 st's
so what i have left too make is two hwts.
