This list is for a new army its supposed to be semi-competative BA army with no vehicles.
The main strategy of the list is for all jump pack units to go froward and assault untill nothing remains while devs shoot and scout ether sit and hold objective or outflank to help with the assault.

You do not want the priests in base to base contact so I would not give them the powerweapon.
I dislike the scout setup, not sure what you expect from them.
The guard need a range of weapons. At the moment a dread could tarpit them and they will always need your other units to help them with things opening vehicles.

not too bad overall but a few changes could make it better
the reclusiarch really only benefits death co due to the re-roll to wound on the charge. so id suggest getting a libby instead. with the powers available for the libby id go with shield and unleash rage. this gives you abilities better than a reclusiarch, you can get prefered enemy for every round of combat instead of just the round you charge. and you also get a 5+ cover save out in the open.
also as the previous poster stated, your gonna wanna keep the priests out of combat as long as possible but that sometimes can be difficult. so id drop the power weapons.
as for your troops, id drop the scouts down to about a 5 man squad. you can use the points saved to get another priest on foot to babysit your devs.
if there are any points left you could give your sang guard 2x inferno pistols and/or a banner

I agree with dropping the scouts and reclusiarch. I would suggest either two libby's or perhaps Dante. Stick him in a meltagun jump squad and blast an annoying target when they come down.
If you want to play safe I'd get two libby's with rage.

Iliadon's suggestions look good to me. Another idea would be dropping the Scouts, swapping the Reclusiarch for a Librarian, and cutting the Power Weapons from the Priests, which saves 200. You could take another unit of Sanguinary Guard.

I play with a similar kind of army, my only concern would be against krone deamon armies, shotattack guns and power weapon heavy armies. you have no invunerable saves. Your assualt sqauds and saguinary guard will get cut to shreds by bloodletters- my friend is always destroying my squads. The devastators would help a bit, would a terminator assualt squad be any use with sotrm sheilds for an invunerable save? They would also be good against enemy walkers or tanks! hope this helps.

I played nearly this exact same list three times today. against 2 different opponents. its didn't fare well, and i had only 9 boats and 1 incubi squad. i would recomend if using this list against DE to bubble wrap your devs and not DoA Oh and the scout squad was done up with ML and snipers, it was underwhelming
