I've heard that this is one of the biggest Imperial super heavies, one that rivals of any TITAN. the earliest (and apparently, the only official) model of thsi tank is a metal one from the ancient EPIC 40k.
but ever since the fluff has been reworked several times. it could affect its aesthetics, the earliest one looks like a heavily magnified M113, the exit is located on the front, and the rear (of the craft  )
by the standard of this fluff.
1. How big should it be? if the lexicanum said that it can houses the two full IG companies including armored units (supposed that the full company constitute of 335 men or maybe a bit more). does the 50 meters high enough to house the two IG regiment and make it a mobile fortress?
and does Behemoth Cannon has an extremely large barrel that 'four Leman Russ MBT can within its barrel. is this attribute actually of Leviathan Doomsday cannon? the epic version of C.I. has a cannon that only as large as Earthshaker howitzer. or maybe its maingun is really the same ones that Baneblade uses ??

i know that epic size comparision is more abstract than actual.
2. Can any Imperial flyer be able to land on its deck?
3. Is there any record of the use of C.I. as a mobile base supporting the advancing Imperial ground troops (any! be they puny IG, overkilling Space Marines, or crazy Sissy o'Battle) ? yes it's very slow but it can still move can't it?
4. its interior, does it has a built-in barracks section?
5. Is the ruleset downloadable from BOLS official?
6. Any Dakkanought doing a 28mm scale C.I. here? i need to know more about your projects and the literature needed to construct ones.

good emulation of Epic C.I. but the epic versions looks like it has rotating turret, instead of 'casemate' ones.

There is a Capitol Imperialis in one of the Ultramarines novels...
Gets killed in a fairly epic way.
There is another in one of the GG novels...
Also gets killed in a fairly epic way.
There's another one in the later GG novels which doesn't get killed...
Not much happens on it though.

If memory serves, the Capitol Imperialis main armament was originally a defence laser (in modern terms, a volcano cannon), 2nd edition Space Marine retconned
it to a useless short-ranged barrage thing. I still have a Epic scale one somewhere, from back in the days Space Marine armies could field them.
As for your questions:
1) No idea, scale up from the Epic one for a rough guess.
2) There weren't any flyers in that edition, but the model's sufficiently large that if there were an Epic Stormraven it would fit on the rear hull.
3 - 6) Also no idea.

The Capitol Imperialis is meant to be used as a, semi, mobile HQ and bombardment platform.
They are bigger then Emperor Titans, but nowhere near as fearsome.
It is possable to link multiple Capitol Imperialis's together to form a massive defensive structure.
people have made models for them for 40k, but they are waaaay too small for how big they are supposed to be. They would literally be the size of one of those little kiddy cars that has an electric moter.
