Treat him EXACTLY like he was a tac squad in a rhino or a mob or ork boyz in a trukk....it's essentially no different.

For proof, page 66, you can measure to an embarked unit by measuring to the hull. This means if you want to find out if you are within 3" you can measure to the hull.

The question arises from the last sentence of page 90.

They have to get out the vehicle to capture it right?

No, you can capture objectives with your troops inside a vehicle.

Here's the issue (and I think nosferatu has the right of it):
Some people are of the persuasion that the sentence on p.90 implies the necessity for a rule to exist to make any other unit (that is, a non-Troop unit) that is embarked upon a vehicle scoring.
