For proof, page 66, you can measure to an embarked unit by measuring to the hull. This means if you want to find out if you are within 3" you can measure to the hull.

Here's the issue (and I think nosferatu has the right of it):
Some people are of the persuasion that the sentence on p.90 implies the necessity for a rule to exist to make any other unit (that is, a non-Troop unit) that is embarked upon a vehicle scoring.
