Empire,

failing that O&G or Lizardmen - characters, terradons, chameleon skinks, kroxigor and the spitting lizards are metal.The rest plastic.

Tomb Kings are *fairly* plastic. There's some finecast in there, and I think the Bone Giant is still metal...

Ogres,

its real easy to convert your characters out of the plastic ogre bodies.

Empire also can be entirely plastic. They have the plastic General and Wizard boxs.

Empire and High Elves are the two winners for most units in plastic with only 1 metal unit for HE and only some metal characters for Empire which can be avoided.

For HE you can avoid using metal characters as well for the most part, sadly I haven't found any decent light weight eagles yet.

The High Elves box isn't a legal army bundle. Not enough core points to make a valid list.

While Bretonnians have a lot of metal none of its actually relevant, nearly everything can be made from plastic knights or peasants. The only metal thing you can't get around is the trebuchet, LOTR has a finecast treb though.

Similarly, most important skaven models are not plastic or can be easily converted from plastic:

Grey Seer - Screaming Bell/Furnace box
Warlord/Chieftain - IoB

Plague Priest - Screaming Bell/Furnace box
Warlock - IoB (and vastly superior sculpt to the metal ones anyway...)

Screaming Bell/Furnace is plastic

Clan Rats
Slaves
Stormvermin
Night Runners (terrible old monkey sculpts though)
Giant Rats
Warp Fire Thrower and Poison Wind Mortar - IoB


Rat Ogres
Gutter Runners can be converted from Night Runners easily
Plague Monks

Hellpit Abomination
Doomwheel
Warp Lightning Cannon / Plague Claw Catapult

Really, the only Finecast/Metal models are things most people avoid:

Vermin Lord (could be converted from the Demon Prince box though)

Assassin (which could be converted from a Night Runner, really)

Ratling Guns
Doom Flayer
Rat Swarm (although this could easily be created from the spare rats you get on frames and some extra 40mm square bases...)

Poisoned Wind Globadiers
Jezzails
Plague Censor Bearers (although these can be made easily from some of the Plague Monk bits...)

Empire, certainly.

Skaven and High Elves if you buy the IOB.

Plus Ogre characters are really easily converted from the plastic kits, as all ogre plastic kits (Ogres/Leadbelchers/Ironguts) are interchangable.

Empire is entirely plastic. Ogres are mostly plastic except for some special characters. Skaven are plastic except for some fringe units/weapons teams but conversions are amazingly easy. Bretonnians are plastic with the exception of the Trebuchet and special characters. Shield heraldry can be used to differentiate between Grail, Questing, KotR, and Errants. High Elves and Beastmen are mostly plastic.

There are no metal Ogres. Everything is finecast (resin) or plastic.
