My local game shop has an escalation league starting in January, and I am planning on participating. I feel I am using a very cut and dry list and I guess I'm looking for some optimization. I will try to explain what the bolt on units will be added for.
LEAGUE RULES:
Starting Army: 500 pts
2 Bolt on "events" of 250 points ending with a 1,000 point army
Army composition is as described by your army's codex, with a minimum of 1 HQ and 2 Troops
The league will stretch over 3 months (Jan to Mar) and will be a points based league (W4 T2 L1) with several other opportunities to make points (paint days for example). All players must start from scratch (no paint on the models) as of Nov 25 and bring a 3 color minimum army to their games.

Heres my list(s)
500 PTS
HQ:
Rune Priest JoTWW and LL (I think I can swap these between games since they have no point values)
Troops:
2x Grey Hunter Pack
5x Hunter, MotW, Melta, Wolf Standard, Rhino
Heavy Support:
5x Long Fang (4 ML)
Very Basic SW setup should be well rounded enough to have a fighting chance against most armies.

+250
Elites
Wolf Guard Pack
3x Wolf Guard 3x Combi Melta 3x Power Fist
Troops:
1x Grey Hunter Pack
5x Hunter, Melta, Standard, Rhino (no MotW)
Again very basic, the army is now built to control the middle of the board, I am thinking I may struggle with annihilation as my squads are small.

+250
HQ:
+WTT and +WTN on Rune Priest
Elites:
Lone Wolf
2x Fen Wolves, Storm Shield, Thunder Hammer, Termi Armour
Troops:
+2x Grey Hunters to each Squad, give the non MotW squad a MotW hunter
Heavy:
1x Long Fang (ML) to the current Squad

Again fairly unoriginal SW add on. I added a Lone Wolf to draw fire off of my Troops, he should work 2 fold as a fire magnet and as a way to lock up a troop squad for the whole game.

Another option I have looked at are 2x Vindicators to replace the Fangs and the Lone Wolf. Again I am trying to make a take all comers type list (So far I know there is a Dark Eldar, Eldar, another SW, a Tyranid, and a Necron, but there are probably around 25 people in the league and the goal is to play as many as you can during each week), any opinions, ideas, and criticism is welcome. I am very new at the game and expect to have made plenty of mistakes.

Ask whomever is running the tournament. Psyker powers are chosen when you build your army list. I seriously doubt you'll be allowed to change your army list once the tournament begins, but given its escalation... Eh depends on the organizer. Some shops don't let you add units to a unit from the lower point games and others do.

HQ:
+WTT and +WTN on Rune Priest

I would ditch the Wolftooth Necklace for Chooser of the Slain. Rune Priests are rubbish in combat a lot of the time with that Initiative 4 and no Invulnerable save. Same points let you increase the accuracy of your Living Lightning and limit your opponents deployment options. I'd personally ditch the Wolf Tail Talisman as well. Your Runic Weapon is usually enough.

Overall the list is not bad. Grey Hunters are our backbone and fitting in as many as you can rarely hurts. The added firepower from the Rune Priests makes up for having only the one Long Fang Pack. Just remember, most people over-react about Long Fangs so don't leave them too exposed. They won't survive long, even at <1000 points if they're being focused on.
