It's depressing how well painted this is compared to mine but anyway:
The astropath is holding something in his right hand but I have no idea what it is. It looks kind of like dog tags but I can't see an astropath having dog tags...and holding them in his hand.

Looks like he's stroking whatever medallion looking thing he has hung on his neck. Probably a holy ward or something of the like.

Most likely an aquila, pretty common pendant in the Imperium. You can just make out two heads and part of a wing behind the hand.

Considering Astropaths are supposed to be blind I doubt it's anything he can read.

They're only physically blind. They see just fine via psychic sight.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."
This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

It is either a pendant, or a Psy-focus, but probably both. Psykers often use devices to help them focus their powers. A psy-focus is usually either sacred bones, blessed icons or crystals. its a tool to help astropaths, and psykers in general, with their invocation
