If I make a chapter space marine chapter can I use the space wolves codex and make my chapter a wolves off shoot even tho I do not paint them the space wolves colors?

While the canon fluff says there are no "offshoots" of the Space Wolves, there's definitely nothing that says you can't use the Space Wolves codex to represent a chapter that uses similar tactics and organization.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

Wolf Brothers are a cannon 2nd founding chapter. Furthermore, it is rather ludicrous to think that the entirety of the Space Wolves legion disappeared other than ~1500 dudes.

The codex is a set of rules nothing more. You can use the rules for any fluff. So yeah you can do what you want.

Now you might get fluff nazi breathing down your neck in rage, but hey, you spent.all that money, so play it.

I kinda want to make a renegade chapter that follows tzeech and use the grey knight rules, since they are mostly psykers and such.

That sounds like a good idea too if someone wanted to play a 1k sons army-ish.

Thw Wolf Brothers are the only recorded chapter. It is also noted specifically that they are no more SW successors because of their genetic instability.
The Sw legion spearheaded the counter-attack against the forces of Chaos during the HH after the battle of Terra. Factor in their losses from Prospero, from fighting to reach Terra and that they were never a large legion to begin with...
Basically there probably weren't all that many left.
As it is you can do whatever you like with the army. However if you want it to fit with canon it can't be a SW successor...
It can be a Great Company that has split from the chapter or the Wolf Brothers before they got dusted but otherwise...

And the Wolf Brothers were also disbanded for being genetically unstable and were the only known Successors of the Space Wolves after being given "roughly half" of the original Legion's men and equipment. Based on that canon, and the idea that the Space Wolves were resistant to the tenets of the Codex Astartes, then it's reasonable to assume two things:

Either the Space Wolves numbers have dwindled over time due to combat losses, or, more likely, the Space Wolves took a high number of casualties during the Heresy and in the reconstruction and scoring that followed it, and thus were smaller in number. We know that roughly 60% of the Second Founding chapters were from the Ultramarines and none came from the Salamanders. The rest of them would have been from the White Scars, Blood Angels, Dark Angels, Imperial Fists, Iron Hands, Raven Guard. The last two likely being smaller in number too because of their heavy losses at Istvaan.

This is not true.

You can be a space wolves successor, since the Wolf Brothers were the only known Successors of the Space Wolves.

You can say you are an undiscovered, successor chapter, and the SW leaders are trying to correct the genetic instability.

and you instantly fit in with the SW and their fluff.
