Welcome back to 40k! Just to give you a heads up, but it is /really/ hard to read a post with no proper puncuation. It just makes things easier for everyone.
Add in your Chimera costs in the units right away, specially if it is a dedicated transport. So your CCS is 145pts, not 90pts and then somewhere else the Chimera points are added it. This also makes it easier to follow your list.
Beside the little things to make it easier to read and add together, if your goal is to make a Chimera list, I fail to understand why you did not go Vets instead of the Platoons. I can understand the attraction of having a 4x special weapon unit like the PCS, but you end up with the two to four PISs that apparently you have no idea what to do with and end up being a wasted 200pts. Besides, the PCS and platoons in general have only a BS 3, so they hit only 50% of the time, while the CCS and Vets have a BS 4, so they hit alot more. Don't waste plasma on BS 3 troops.
Drop the Exterminator, as a AC LRBT is kinda...silly. All LRBTs besides the Vanq are anti-infantry vehichles anyways. I would also drop the Punisher unless your willing to accept it as a experiment. I will show you an example... let's take a Marine Tactical squad that your Punisher at BS 3 shoots at. Your averaging 10 hits out of 20 shots on those Marines. With their T 4 vs Str 5, your going to wound roughly 7 of those 10 hits but they get their 3+ armor save... so 2 might fail their armor save and die. 20 shots, 2 dead Marines with average rolls.
The reason why any vehicle wwith scatterable shots sucks against armor is this... you ignore the BS of the vehicle and use a scatter dice. The Scatter dice only has two 'Hit' sides, so now your hitting only 1/3 of the time when you fire. If you scatter, your average roll on 2d6 is 7"... and that BS 3 means you can subtract it down to 4". The Problem is if the center hole of the blast marker is not on the vehicle but the marker is, it is half strength versus that armor side. With only 4-5 shots in a game (if you live that long), you do not want to use this as your main anti-tank weapon, just against infantry where even if you scatter you may still hit some.
Your current list is lacking real long range AT, and for Mech Guard, there is only one solution... Vendettas. Weather you can actually do it or not due to lack of figs is another matter. Here is a list you should consider for what you want to do....

I tried to have your CCSs as Plasma gunners, but couldn't afford that extra 40pts it would take. This is pretty much a pure attack list where your goal is to table the enemy. The Vendettas sit back as gun platforms taking out vehicles and the Demolishers crush infantry while the CCS and vets get in close to melta anything left standing to death. Keep the Demolishers and Chimeras moving, as you should be moving 6" and shooting every turn. Against hoard armies, use the hull heavy flamers... and to burn out cover save based troops.
It is a simple list, but effective. It is pretty much a standard mech list for IG.
