Better how?
Better in terms of power - Tomb Kings currently, but mostly because Vampire Counts is outdated. They (VC), however, are rumoured to get their update in January.
If you're talking about better in terms of models, or fluff, gameplay, or just "better" in every way, then it's really a matter of taste.

Fluff, well generally I prefer Vamps, though they need to focus less on the Von Carsteins (I like them best, but their not the only type of Vamp)

In terms of models, well generally the Tomb Kings, because they don't really have any terrible models, the Ushabti with Bows are the only ones that are noticeably horrid while a lot of Vampire Counts models tend to look bad (specially Zombies),

In gameplay Tomb Kings are stronger, but only because their newer

All in all I prefer Vampire Counts overall

While I enjoy both, I find Vampire Counts a better example of Undead in Warhammer. They are focused on the vampires as characters, which is natural considering they're the most powerful types of undead creatures, but they run the gamut of undead types.

Skeletons, zombies, dire wolves, wights, wraiths, banshees, ghosts, etc, led by vampires, necromancers and wight kings. They do have a few units very inspired by old vampire stories, like giant bats, flocks of bats, etc, but they don't take center stage.

Tomb Kings are a very specific subset of undead, focusing only on skeletons and mummies, while being supported by magically animated stone constructs.

If you're going for a general Undead, Vampire Counts represent if more completely.

I'd say Tomb Kings because they seem to have alot more personality and feeling towards their troops than Vampires. Also, the explanation of their magic is alot more in depth than the Vampires.

I think I'd prefer VC better. I like the concept of spawning new models "for free", even if the ones you get arn't that good. It's a concept akin to card advantage in magic. I also like ethreal, the idea of storing power/dispell dice and the general aesthetic. TK's have had a revamp, and are so much more in tune with 8th. However, they strike me a limted somehow...preahps I sould do a bit more investigation.
