To reduce issues from spammers, it is just one PM per action. Allowing users with X thousands posts or DCM powers to send multiple would not benefit enough people to justify the large effort to rework the underpinnings of the PM system to make it function, but it will come eventually as part of a larger, low priority PM overhaul (which I've been saying for about 2 years, so eventually is the key word!).
