First of all, your CCS is illegal. As two veterans are manning the autocannon, and two have plasma guns, there is no one to carry the regimental standard. I say cut the autocannon and the master of ordnance and spend the points on commisars an powerswords for your blobs. Also, it is not a good idea to mix artillery pieces, remove the colossus and spend the points on plasma sponsons for the executioner and more power swords for the squads. Mortars are not very good, you might want to cut both squads, get another autocannon squad, and get lascannons in your infnatry squads, as your list lacks a lot of anti-tank. A lot more could be done with it, but do theese changes, and it would improve the list.
BTW: If you want snipers, Ratlings are the only way to go in the IG codex.

Bonde is right that your CCS is illegal, as the HWT takes up two guys.
I know what you mean about the Mortars, but the fact is they are only effective against infantry and that limits their versitility. Your list is actually desperate for Vendettas or LC HWSs to give you some long range AT. If you can have some LCs in there and still have the Mortars, then I would keep them.
As for the Lord Commissar, read his 'Aura of Discipline'. He is key if your doing an Order heavy list and want to run HWSs and give them Orders. You place one team within 6" of him and now the whole unit is Ld 10 for Morale, Orders, and Pinning. Give him a Camo Cloak and join him to a squad and he gives them +3 cover saves, though you do risk execution.
If your doing a Artillery heavy list, your looking at doing a 'leaf-blower' or 'gunline' list. With a list like that, your goal is to blow the heck out of them as you force them to march through a hail of fire to get to you. Your kinda screwing yourself by having the vehicles and troops that want to march forward and get close to the enemy (Chimera, LRBT, Penal). Your goal is to throw out as many templates as possible, but templates scatter, and your going to kill your own stuff with that much.
Also, drop the GLs... a Str 3 frag sucks and a Str 6 krak nade that allows power armor saves, shot by BS 3 troops kinda blows. Stick to Melta guns or flamers for BS 3, Plasma or Melta for BS 4.
If you want your PCS static, 4x Sniper Rifles or a AC and 2x Sniper Rifles is not a terrible option. The 4x GLs are not terrible, but as you have read, I would put Sniper Rifles over GLs...
Will give you a list that might work a touch better, but I dunno if it fits the models your brother has...

Creed can issue 4 Orders a turn and should be issuing 'Bring it Down!' 4 times a turn till there are no vehicles or MCs left standing. Read in the rule book on twin linking blast markers (pg 30 BRB, Blast marker re-rolls) as he can do this for the MoO using 'Bring it Down!' for Vehicles or Monsterous Creatures. Places at least the 2 LC HWSs next to the Lord Commissar. Use the Vets and the CCS to hold the middle and place the Manticores and blobs to the sides. Your PCSs can be used to pop transports and MCs, as well as make pinning tests against. Blobs can now deal with Terminators, drop pod walkers, Vanguard Vets and Sternguard with Melta guns, Commissars, and power weapons. Don't be afraid to pick up the ACs and move 6" and shoot meltas and then charge with Creed issuing 'For Cadia!' to give them Furious Charge. They should be bubble wrapping the Manticores. Use the Colosus for troops in cover and watch the Manticores and mortars hammer everything else... fire the manticores first to pop transports and then have the mortars hammer the troops or use your ACs and LCs are 'range finders' to pop the transports and have the Mortars mop up troops. This list has two groups of 3 BS 3 LC shots and 2 BS 4 LC shots (for 8 LC shots a turn), 4 sources for 12 AC shots, 9 mortar shots and plenty of plasma and melta guns for anything that gets close or deep strikes in... and then you have your Arty...
