Declaring terrain can at times be tricky. I played a friendly game this weekend and a minor issue came up that we resolved with a roll-off. I am curious how others have handled the situation.

There was a 3 story 'ruined' building in the middle of the board. Prior to the start of the game we generally said everything counts as ruins.

This piece of terrain had a large access point on the north side and window opening on the east and south sides. There was only a solid wall on the west side.

A unit of blood crushers has deviated and deep struck into the terrain at issue. My friend asked if he could move through the solid, west, wall because the terrain had been declared a ruin. I said I believed there was a mutual understanding based on how we were playing that the solid wall could not be passed through.

So we rolled-off. no biggy. But what would be the correct way to play it in a competiive environment?

If it's declared a Ruin, you can move through the walls.

Terrain only works as you define it. A ruin is described as weak enough that windows/doors can be broken open, or entire walls can be knocked down by troops making their way through. Not an unreasonable abstraction in most cases (especially not where Bloodcrushers are involved!)--but if you imagine your solid wall should be impassable, you'll have to predefine it as such.

I mean I guess it comes down to expectations right? So that detail was undefined. I was playing that the wall as impassable, colloquially speaking. I cannot be sure how my opponent thought he was gonig to play it. Again, just another learning experience just as the sun is setting on this edition.

If you declared it ruins, than no walls are impassable unless you declared them as such. Ruins are passable, by definition.

On another point, with said structure that is a "ruin" and declared as such, what if you had a squad of 5 guys that can hide behind a "solid wall" and not be visible... can they no longer shoot through it nor be shot at since there is no LOS?

Correct - TLOS is used, but you can move through the wall.
