I am going to be converting tac marines into assault marines and I can buy the bits for the jump packs from gameswokshop but I notice they have a harness on their chest that I don't believe a normal marine is going to have, is this going to make a huge difference in a competitive atmosphere? Also, will this conversion need any other parts?

Probably not. As long as it is obvious what it is (and because it has the jump packs, it is obvious), those harnesses should not matter. It might look better sure, but I would have no problem with it because, as I said before, it is obvious they are Assault Marines.

You don't need the harness. Death Company don't have them, the Honour Guard conversions in the BA codex don't have them. Dante also doesn't have them.
It you really want them, then they are the kind of thing that would be fairly easy to model. I would suggest just using a length of tiny chain. Chains would look more bad ass than harnesses anyway. But you don't need anything.

Found some on the warstore 5 for 1.00 =) so I'll buy the jump packs and the chests and all they need is the bolt pistol and chain sword would the tac marines come with all the necessary weapons?

No of course not. Tac marines come with bolt guns and a rocket launcher. If you want assault marines, why not just buy assault marines?

I honestly don't even understand why they need the harnesses. Surely the jumppack is fused to the actual armour and not worn like a backpack.

But to do the converting you need to buy jump packs, torsos and weapons, which is half the assault box. Why not just sell the tac marines and then buy assault marines with the money?

what you can do is buy some bolter chainpistols from ebay as well, chaos space marine arm packs come with them, if dont mind using bits from a chaos kit, they still look good.

I don't really have a good place to sell them where I live, the nearest place for me to play is an hour away =/ and I don't do ebay or anything like that. And I may just look into what I have when I get the battleforces should be some time this week I hope but it's looking like 72 dollars for all the torsos weapons and jump packs I would need vs 132 for the assault boxes =/

$132 is only if you want to pay top dollar. I bought 3 boxes of Assault marines last year for £39 from an independent on ebay. Brand new sealed boxes, and that included shipping.
The assault boxes will contain everything you need, plus things like melta bombs, running legs, grenades, power fists etc...
If I were you I would search around the net for a 20% off deal (or sign up for ebay), and get two boxes of assault marines and 2 boxes of death company. Then splice them together. That will get you all the jump pack, and weapons, plus all the cool blood angels shoulder pads and heads and stuff that come in the death company box. Which includes Power fists, Thunder hammers and infernus pistols. And a shed load of other bits.
Then anything you don't use you can sell. If you don't like ebay, you can even use the dakka swap shop on this very site. People will pay a lot more for individual bits, because it saves them having to buy a whole box. You should be able to make back way more than what you would have saved buying the bits yourself, and you'll have a much cooler army.
